How does it take twenty years to build a water processing plant? It ought to be possible to build something like this in a year or less.

You're Using Less Water So The DWP Wants To Charge You More
They threaten you with fines if you don't reduce your water consumption and then when you exceed expectations instead of rewarding you for your effort they raise the rates they charge. Why didn't they just raise the rates to begin with? It would have accomplished the same thing without all the threats and the BS about running out of water!

Short answer is NO, but redistribution may cause shortages in specific localities. A more complicated answer would have to address the possibility of water leaving the atmosphere and evaporating into outer-space.

Pulling drinking water from the Pacific Ocean
Desalination plant getting ready to open down in Carlsbad. It costs a lot to desalinate water, but it's an option for boosting the supply.

Snowpack above average means some hope for California's drought
I'd say that it's fair to conclude that the DROUGHT is over, but that doesn't mean that the water shortage problem in California is solved.

Sierra snowpack at 130% of normal
I'm not sure what the numbers are for the southern Sierra, but this is good news for the state in general.
